Patron self-registration

If you are an organisation that doesn't have a librarian on call at all times. Users can now create themselves in the system (If you activate the patron self-registration page) 

SMS Packages

SMS packages are now available. This will be for the verification of the new user registration. 

Soon, it will allow for things like SMS of overdue items and Reservations.
